I strongly believe (I came across the article somwhere previously) that it was because SBST initially ordered only 150 units of the B9TL Wrights. (75xx-76xx series). Then subsequently, they ordered another additional 300 units, out of which the 3xxx series have the full-low-floor & LECIP EDS while the 77xx series has the LECIP EDS but no full-low-floor. That is why the 77xx series is classified as Batch 2 Wrights.

77XX is not LECIP EDS. It's Hanover.
