The headrests is NOT a common feature in the sbst buses.Most of the models dosent have them.Go and see hong kong.Their bus models close to all has headrests especially the newer buses.

They did Sentosa services since 1994/1995, then think around 2000, they are converted to private buses and run Turf City shuttles before some of them got registered as SBS buses in 2003.
