that is based on the assumption that the train network will bring you to wherever you need to go, by transferring to connecting buses.

currently you are not allowed more than 3 transfers within 2 hours, or it'll be counted as a new journey and reset your transfer rebate eligibility.

if the new scheme is too confusing to you, just travel by the way you are doing now.
the scheme does not encourage you to choose one transport mode over another, but allows you to make 2 more transfers without incurring a penalty, but charging based on aggregate distance travelled, not the number of trips taken and distance for each of these trips.

hmm ok lets say like normally what i would do la, normal if i want go cityhall, from my house i must take a bus to interchange then take mrt from there. after that when i want go home, i will take mrt from cityhall interchange again then go back home. like this example, will incur penalty or break the rule or anything? by the pay by distance rule.

no there will be no penalty incurred and your fare will not deviate too much from current (5¢ less to 10¢ more?).
