Actually they could just upgrade and expand Pasir Ris Int, anyway SAF is alrdy squeezing public bus ops by using the alighting berth for the Tekong shuttle

what do you mean by ah tiong show?? and what gives you the impression that bigger buses cant use CGA? i don't think they would be using the basement bus stops, rather they would be using the coach park area which has more than adequate heigh clearance.

double-deckers can easily enter the coach parking area. tbh, i would rather see more normal capacity buses (eg coach, 12m guys) and better headway than having O405Gs or DDs and correspondingly worse headway. at least it keeps the queue moving. nothing is more infuriating than being stuck in a queue.

Read the whole article lah, find me 20 lots in Changi Airport without distrupting the normal operations of public buses. Definitely the basement is out. The coach park at T3 alone has space for almost 60 buses, and it is serverely underused, you add T2, its at least a few times more than the required number of lots.

erm the article explictly stated T2 and T3. As for breaktime or layover budget terminal can be considered.
For me, my guess
T2 coach park will be boarding
T3 will be alighting, save congestion
Layoff will be at T2/T3, change BC/SL but no park. remember BT not many food places,
Fleet will most prob be back to SBST, SMRT nearly screwed up last year, should be using sp Mk 3 and maybe some mk 4, should not have too much DDs
