I ever wrote to LTA about this and they told me to look for the bus operators as they are not responsible. I thought the bus operators got to pay them to put up bus-stop plates and directories? And since LTA pays to maintain the bus-stops but not these plates? For the bus-stop poles that are also covered by moss, then is it LTA's contractor only responsible to clean the metal poles but not the plates? Weird~~
Just fyi, at Bukit Batok Ctrl bus stop, there is a long lost hidden svc number at the SBST's bus stop plate which reads '361'.

LTA only builds the bus stops, not the poles.
The poles/plates are managed by Transitlink, which is jointly owned by SBST and SMRT. Hence, they're in charge of cleaning/updating the plates and etc, not LTA. If I'm not mistaken, even the route info panels in each bus stop is put up by Transitlink, not LTA.
I'm not too sure about the new bus stop plates/poles however. . .
Apart from bus stop plates, there are some notices that SBST/SMRT placed onto the poles dating back to 2007 (iirc) still hanging around at some bus stop poles which are also dirty.

One bus stop at Bukit Batok Ave 2 has dirty bus stop plates.
As of 7 Sept 09 (Monday), all svc 405 bus stop signs along Jalan Bahar are replaced with newer, cleaner ones. I was at SMB1H on 172 @ i spotted one SBST truck parking at a bus stop & a worker replacing them.

Also saw it before.I think that's a former feeder service in Bukit Batok.
The problem seem the most pervasive at SMRT operated areas, and the SMRT boards seem the wrost hit, the SBST boards, in contrast, is slightly more resistant to the fungi attack......

Slightly off-topic: Fading and whitish SWT plate which is quite common:
