need help!

because some of my pics were taken vertically, so i attempted to rotate the pic either left or right, but what happened is that instead of rotating the pic, the pic becomes stretched.
like the 1280 pixel side is reduced to 960 and the 960 side is stretched to 1280 size. the pic is also rotated.
for a giraffe pic, it has turned from a giraffe into a rhino.
is there any remedy in photoshop? -
