R21, suitable for those at least 21 years old, will replace the Restricted (Artistic) rating, with more leeway to be given in themes and scenes.
M18 will be for quality films at the lower end of the current R(A) category, such as Shakespeare In Love. M18 will be open to those aged 18 and above.
NC15 will replace the current NC16 category for films whose violence or language make them unsuitable for children below 15.
Some relaxation in broadcasting. The panel would like NC15 films to be able to go on free-to-air channels after 10 pm, and M18 programmes on cable television after 9 pm. Sex And The City, the banned American sitcom about four New York women and their relationships, will be allowed under M18. The Emmy-winning series airs in Malaysia on cable.
Theatre groups will not need to have their scripts vetted, unless they deal with race or religion or may undermine national stability and security and 'core moral values'.
The sale of books and lifestyle magazines some may consider sensitive will be allowed, but with suitable package or warning labels. They include American women's magazine Cosmopolitan, banned since 1982 for allegedly promoting promiscuity.
