man anything can be defined as art
i can paint white on a white canvas and call it art and people still buy it for 1mil bucks.
but the thing with digital art is that any tom **** and harry can take a picture, run it through 10001 filters to achieve some randomness and call it art.ART doesnt equal Design.
If that's art to you.. then it's fine with me. Cos art doesnt need to be interprated by the viewer. It's just a form of expression on a medium, may it be paper,clay whatever. That's art. ART isnt targetted at an audience.
As a designer your main objectives are communication and solving someone else's problems. A "designer's" job is to create a direct line of communication between their client and their targeted audience. A "designer" is simply an orator. A medium. An "artist" works from within their soul and expresses this via their skill. A clear line of communication between the artist and the viewer is not always necessary.
If that's a design. It doesn't really work, cos whats the concept/idea behind that thing? It doesnt communicate an idea to the specific viewer.echo tat

Design != Image + Text
Design == Image + text + Meaning (pov of designer to target audience)+ concept (purpose of the particular design)+ purpose (ultimate goal, e.g. making ads for selling ciggarettes compared to making ads for NKF)
Art = subjective and personal

Since we are discussing abt the digital picture, we'll refer to that.
I was wondering why I cant call it an Art but a design at first. Much later, I thought that this might be the answer? Art is sujective to the eyes. Everything ard us is Art, juz how one wanna see it. However, digital has age, since the picture is digital, it shld be considered a design, but appreciating from the point of view of seeinf Art

i would neither call the charbo pic art, or design, or even digital art. a more appropriate name would be to call it a touched up photo, in the end, it is just a photo.
