What tankers do is to attach a drogue to the boom to allow probe refuel. Its also stated here.
I meant Rafales don't have boom receptacle.
Btw RAF MRTTs don't have boom. Which means they can refuel their Typhoons by drogue only (Typhoons lack receptacle) and cannot refuel USAF aircraft or even their own C-17.
The hose attached to the flying boom (eg KC-10) is very short too.
