none of the countries that lay claim on the islands can develop the island on their own, the only beneficiary is america, you fight they sell weapons, you win they develop and talk the oil.

International law says you can only drill in your own territory/contract but not drill sideways/vertically into others.
It's a very advanced science now, if someone does that you will know. Different contracts can be vertically stacked. If you drill in your own box, others' oil does not flow to your box like water.

Will they still be able to afford an arms race?
Even so, how long will the arms race last?
Look at Philiipines, they bought an antique or, bluntly to say, it is an obsolete warship incapable of any serious firepower
China will test (provoke) and see the reaction. She will get bolder or more cautious depending on the reaction.
The Philippines, Vietnam, Malaysia, Brunei, Taiwan, and who else, must react decisively.
The best way is indirectly, not head on.
Directly would be the usual rethorics of formal protest.
Indirectly would be for Taiwan to hold joint naval exercise with the US in the Pacific.
Or threats to scuttle some of China's international programme.
Attempts to have a head on collision with China, will have the Chinese having a good laugh.

if there is any arm race, it will be for the nations against each other rather than against China. vietnam will not allow malaysia to claim the island, and Taiwan is not at peace with the philippines on this issues either.
Wonder which side will america take if the taiwanese navy clashes with the philippines over spratly?
an arm race is possible, but it will not be against China. Diplomatic efforts is the only way out against china.
