Any countries currently researching on such weapons?
Japan researched on biological weapons during world war 2. They conduct terrible human experiments in the laboratory facilities.
I think the japanese researchers escaped punishment due to trading information to the USA.
The japanese emperor due to political negotiations also escaped punishment of law.

I am not sure of the damage they can inflict.
But many Chinese civilians died in world war 2 when Japanese used germ warfare.
But if terrorist get hold of such weapons,I think It can kill a lot of people.
Problem with biological weapons is blowback, the user might end up suffering from its effects as well. Hence while highly terrifying and destructive, their actual strategic use within rational belligerents is thankfully more limited.
In some ways they may be more destructive then nuclear weapons. You can deal with a nuclear attack if you know how to, a biological threat is self-replicating and is far more chaotic in its spread. Most rational military planners know this, hence while they have stocks of biological weapons, the use of them is limited, if ever.
All bets are off however, if you are talking about biological weapons in the hands of a madman dictator with no grasp of reality.
We just need SARS....
India and Bangladesh are the masters at this kind of warfare..............they could easily conquer the world together..........without a single casualty some more..............
simply have their soldiers bare their armpits after not bathing for a month..................and no army can stand in their way.................

Biological weapons has been used very long ago in the past.
I can't remember which general did it, but what they did was to catapult lots of rotting corpses into a well fortified city. Eventually, the soldiers in the city fell sick and lost the city.
I think there was also another war where rotting corpses were dumped into the water source of a city.
