  During the cold war there were black project funding such as star war program, and Pentagon hide these expensive projects by hiking the price of certain procurement such as $100,000 toliet seat.  

  I wonder if these are part of collateral write off for black project or ops.

  The only thing black being written off is the palm oil rubbed with grease. More likely the gahmen found a new way to squeeze cash without getting hands dirty and it could work like this. Let soldiers steal items. Inflate the cost of the items. Then fine them based on the inflated price. Justify a legal big fat bonus at the end of the day using fine money...
