most of the companies that hired contractors are dealing directly with US government contracts I am not sure if they hire 3rd countries citizens. I would think that they gave priority to Ex US military personnel giving that they had experience working in the field and understand the condition. And they held high ranking in the US military.

Consider your interest of working outside govt influence area. It is more desirable to be able to speak their language. After all your working partner are probably going to be local.
