I'm gonna guess the G limits gonna less than 5 in that configuration. Would the F-5S be capable of lofting those bombs in CCRP delivery modes?
From a purely layman's point of view, don't see why the F-5s can't do loft bombing. If it can take off with the bomb load, it can climb with the load and thus pull up to do loft bombing.
Whether CCRP (continuously computed release point) mode applies depends on whether the fire control computer supports that mode for toss bombing.
Am not a pilot though...
