Looks like a circus. For anyone who has used a firearm, you will know that you wont hit anything firing from something like a motor cycle.
I have never read of anyone using a motocycle to kill an enemy. Better to use a club - more effective.
People in Mongolia today can still hit things with a bow and arrow from a galloping horse. So a bike/rifle combo should theoretically be "do-able". Especially if the distances are short.
i think its that psychological effect you give if you pretend to aim at something even though you know you can't hit.
at least you can fire some pot shots and hope by probability some shots hit.
same theory if you are doing Rover prowling during operations where soldiers point SAR 21 outwards.. even though the SAR 21 is not loaded.

Ever ridden a horse? And No, the gals of Shanghai don't count ;)
Even over relatively rough terrain, the gait of a horse is fairly rythmic and predicatable ... which allows for reasonbly accurate trained marksmanship.
The bike OTOH, will only be able to be effective on artificially level ground. Even the rugby "fields" in Farrer park will bounce around the rider too randomly for effective fire.
