I am quite sure Russian bombers have intruded or at least attempted to intrude into Japanese airspace before during the Cold War.
Therefore it is logical to assumed that they should have worked out some kind of working plans for escorting nosey survelliance aircraft away from their airspace. The USAF and USN is not too far away to consult too.
I am quite surprised at why they need to scrambled 22 aircraft. Further more they have quite a few very capable AWACS planes. I will have to agree that this is uncoordinated and the bomber caught them by surprise if the news is real.

It was around 400 km from Tokyo and USN F-18s were scrambled too.

No la. They got good radar unlike Uganda.

Uhh..... I agree that it's probably due to a lack of coordination.
Perhaps several bases got a bogie on their radar screens simultaneously, and they all individually scrambled their own fighters without some sort of unified communications system to decide who gets activated.
i don't think it's overkill..
there are two schools of thought.. you send up just enough, or you send up a heck of a lot..
one is to send one up and buzz the bomber.. this tells the russians that "i know you're here.. this plane is all that's needed to shoot you down.. and you're too insignificant for us to send up more.. the hell with you..."
the other is to send up a heck of a lot.. this tells the russians that "you asswipe.. this is so many we can throw up into the air at no notice.. mess with us and we will hurt you badly"

that is technically an act of war..
the Japanese did well not to shoot it down.. because they had every right to do so..
