The handicapped guy claimed his radio was kaputs which is why he couldn't reply. As for these 2 Aussies, they probably thought they are above the law or some big fark or something. I agree, a hefty fine and jail term is in order. A small country like our's cannot risk having jack arses flying around as if their grandfathers own the country.
