Since it is extremely unlikely for Singapore to pursue a policy of expansionism in this region (small population, reliance on neighbors), there should be little fear for neighboring countries that such weapons should be abused by Singapore.
I am not sure if Singapore is a signatory of any treaties banning development of WMD, but perhaps the industry can focus their attention on making nerve gas? If I am not mistaken, currently nerve gases are banned accordingly to chemical structure. Thus any newly developed nerve gas with novel chemical structure may be produced to circumvent current treaties?
