the 'lanyard' thing is commonly refered to as aiguillette. In Singapore, it is an insignia used to distinguish officers holding certain appointments. they include the CDF, ADCs, MA etc

we are quite lucky coz uniform is white , we just pin the part that got rust mark on the uniform and the badge sure straight , unless change badge , then ho ho ho
