If play late game against soviet, I will normally lure the player to attack first to fall into the minefield trap. Then I will counter attack. I also use a mass of destroyers to control the sea.

I normally build lots of secondary construction base, then I can produce very fast. Would normally produce lots of tiberium refineries and powerplants. Then start producing lots of defensive structures. -
Make sure their resources and first responders are tied up. Do whatever is necessary to cause overload in their response systems, be it civil or military.

A breakdown in communications will cause an emotional breakdown if the soldiers are loyal to their countries.
Once you cause an emotional breakdown, everything will be easy. The US Army attacked Iraq's communications system, caused an emotional breakdown in the Iraqi Army before launching an attack. It was effective, because no one wants to do anything lest they get killed or they get their loved ones killed.
Move you die. Don't move also die. So the best is don't move was the Iraqi's thinking.
Unless you meet the die hards.
For the non-loyal, nothing to break, or rather, you shall make a dent in your own economy first.

Before talking about strategic targets, you have to contextualise the conflict. Different conflicts = different targets.
In this case, i'll evaluate a balanced conflict between neighbouring powers, meaning that both sides are equally susceptible to whatever strategies are in place.
Within this context, the first target in a preemptive strike would be the anti-air and retaliatory capabilities. How are you going to take down anything (comm/logistics/hardware) before removing the defences ? And even if you Could take down the infrastructure, what you wouldnt want is a full scale retaliation on your territory.
One example here could be operation desert storm. Alot of initial coalition targets included SAM/AA sites, SCUD launchers and ground based fighter aircraft. The fact that they successfully obliterated the Iraqi defences/long range retaliation capabilities allowed for their subsequent air superiority.
So think about this. A country without long range weapons systems, without air strike capability, without air defence capability. So what if they have communications ? By the time they get their ground/naval forces anywhere within striking distance, their infrastructure (including communications) would have been pounded to the ground by enemy air power.
And what does that leave ? Afew army groups and naval flotillas in the middle of enemy territory with no communications and coordination = many dead soldiers. -

TS quoted the Israeli general as saying "take out the comms first". Could the Israeli general be talking about "jamming" enemy comms? I could be wrong but I think they did that with SDW (Six Day War).
With military radio comms there is actually no "structure" to bomb. There may be mobile relay vehicles but there's no " communications " building. Bombing the telephone exchange may help but it takes only a short time - maybe one or two days? - for them to switch to wartime military radio comms.

And since TS is probably talking about a SDW-style surprise attack. All the more reason to take out the air force first.
(Of course, if we can spare the assets we should target their ability to communicate.)
If we finish off their air forces and air defences, they can communicate all they want but they ain't gonna get any where in a hurry since they can only walk or take the bus. And these we can then bomb at leisure. -

You all should try this game called "Cuban Missile Crisis" or also known as "The Day After."
Very nice game. Realistic units from the Vietnam war Era, so you'd see a lot of WW2 and Post WW2 units.
Game play features 4 factions, Anglo American, German Franco, USSR, China. In each faction, are contesting over a region in a strategic map where you will choose where to send your detachments/companies/brigades to attack.
Targets include scenario objectives that advances you to the next chapter, or airfields (allows you to project air power), oil production & storage facilities (gives and allows storage of oil), parts factories that produces spares and ammunition.
Upon attacking a target, the game play will change mode into a Command and Conquer type of game play where you command the actual troops on the ground. Those familiar with the blitzkrieg series of games would find it familiar. Line of sight and high ground is very important, and so our self-propelled howitzers to avoid counter-battery fires (AI does this DAMN well). Tanks and infantry are vulnerable without each but are awesome in the attack when supporting each other.
In all, if you like some sense of realistic limitations in a war game, this is it. You cannot attack limitlessly in a turn, since every engagement will use up oil, spares and ammunition. Without a reserve force to counter enemy penetrations, you'd find yourself losing all your strategic assets as well.
To sum it up, it emphasizes a lot on the truth of warfare. "Amateurs think tactics, Professionals think Logistics." -
