LOL!!! I was wondering wad technology they intend to steal from Germany. Btw, Germans are quite advanced and well ahead in many areas of technology, eventhough the industrial facilities are badly damaged in WW2.
Eg. Kraus Maffei, BMW, Volkswagen, Bayer to name a few. No wonder the new PRC tank ZTZ-99 looks quite like the Leo2A4. Anyway, I think PRC is a big winner this time, with it's reputation as a cheap factory, most country can do nothing to retaliate eventhough they are victims of the copying tactics, due to fear of trade war. Wonder how EU will retaliate?

Steal technology - perhaps not. Steal classified info, highly possible. And by classified info, it can be anything, like aircraft builds, ship builds, etc.

So far it has only happened to Germany, I doubt EU will do anything yet. Until a few more members computers are cracked, EU will just pay attention to this case and start securing their computers for now.
