In western professional armies, it is not unusual to find 30 year old Lcpl career soldiers. Or 30 year old 1st Lt.
In my reservist unit, because of the introduction of the (then) new 1st Sgt rank - all the NCOs were promoted en masse to 1st sergeants.
Most of the officers got 3 bars en masse also. So in my company there was only one Lt who was a recent replacement for a PC promoted to 2IC. Every other officer were Cpts.

Promotion is near guaranteed so long as they have been meeting the grading criteria very year. Someone was mentioning to me that they tightened things up as there were too many officers last year or the year before. Buttt.... SAFOS scholars get promoted to CPT after completion of their military course at some foreign military institute. They get LTA after completion of their undergrad studies.
Well, technically, after undergrad, they are sent to some foreign military institute for a year. (or at least from what I have seen. I might have missed out one or two exceptions or more.). They are then given their 3rd bar upon return. NLD was shifted elsewhere some time ago. Are u really a NEO? if u are, then
are u wif PS or CS?
Anyway, degree holders (ie. be it a PASS degree or honours degree) got promoted immediately to LTA after their studies if they haven oreadi been so.
The emplacement to CPT takes 2.5 yrs or 1 yr after their studies, whichever is later, for COMBAT officers. For engineering officers, they are promoted to CPT after they have fulfilled the 2.5yrs requirement. The 2.5 yrs starts from the date u enlist till the date u disrupt for studies, plus the length of time u come back from ur studies to fulfill the requirement. All ur Vacation attachment (VA) during ur studies are NOT included. Hope this helps.
