At least three retired four-star generals approached by the White House in recent weeks have turned down the position, it said.
The war "czar" would report directly to United States President Geroge W Bush and netional security advisor Stephan Hadley and would have authority to issue directions to the Pentagon and the State Department, the newspaper said.
Retired Marine Gen John "Jack" Sheehan, a former NATO commander, was among those who rejected the job.

It is in line with terms politicians like, like "Drug Czar" (counter narcotics), "Homeland Security Czar" etc only creates more bureacracy/confusion.
Aren't there enough people running the mess in Iraq already - Defense Sec, CIA, Sec of State, US Ambassador, White House, CentCom, Commander Multinational Force (Gen Petreaus) + others?
