  Pardon me but i think the picture shows some private business jets and maybe some old trainer aircraft. Stuff which are not very suitable for a decent airforce.

  Those are 60s and 70s aircrafts..
  
  Phantoms, Starfighters...
  
  Who wants them ?
  
  Maybe powerful triads or terrorist groups who want to build their own air force?
  
  Oh yeah! can any of you remember the TV series 'Blue Thunder' and 'Air Wolf'?
  
  These are series about ultra modern armed helicopters owned by police force, to combat terrorists or criminal gangs operating even WW2 fighter planes,etc..
