  SPEAR coverage is the inmates only. STAR is for more like law enforcement, within Singapore, where SG law applies.
  
  Where international law applies, it is eaiser to use the military.
  
  IIRC when the Pakistanis hijacked the SG-MY shuttle flight, STAR was already formed by under another name. Anyone?

  Ok, so they are already formed? Hmm, this tells us that STAR is really a secret unit. Saw the STAR video and they were wearing Urban coloured Tiger stripes camo for their uniform. Their gear seems very advanced too.

  I think SPEAR only operates its special duties within the prisons only except when escorting dangerous criminals do they then go out.
  
  One thing is for sure though SPEAR and STAR units when they operate they cannot kill on sight and try to arrest the criminals but when CDO or any SAF special forces operate i think they are most likely given the green light to stop the enemy.

  I thought now still got PTT? So you mean STAR was formed from PTT?
