SPEAR = Prison's Commando Unit. Every country have special forces. So every Force must have a specialist unit lah.

Commando Unit, lol, u insert them in prisoners lines and kill them meh ... I think Prisons anti riot unit sounds more close to their job ...

SPEAR handles prison riots, hostage situations, escape attempts & escorts high risk prisoners.
A civilian can apply to join since training is provided. But you go thru their basic training first. Just like how someone who signs on to be a CDO goes thru BMT first. And SPEAR does NOT do regular warden duties. When there's no incident that needs their response, they just train & train. Just like how STAR keeps training daily to prepare for incidents.
Once you see SPEAR around, it either means something big has occurred or is about to occur. Most of the time they are pretty low profile & are seldom seen, pretty much like STAR. -
Maybe should post this in SPF forum, they will have better knowledge.

BTW, I remember last time in UK, there is this prison break and the SAS is called in to kill the rebelling prisoners! Watched the documentry on youtube.com -

STAR handles criminal cases on the soverign land of singapore.
SOF is military. period. -
SOF would probably deal with situations related to politics... Say some rebel group from some 3rd world country creates trouble here and demands that thier leader be freed or what so ever. I think the SPEAR team at the Home Team Academy open house back in Sept 06. Saw them displaying some equipment and there was a short unarmed demo as well. All I can say is they have some really nice equipment!

If the action taken by the rebels were related to crime, i think STAR will still take charge. -

I still have this prisons career magazine that came with 8 Days. One person interviewed was a SPEAR officer. Hostage situation was definitely mentioned.
