  IEDs are pretty expensive (from the insurgent's POV) to lay, but they still are the best weapons.
  
  While there are a lot of explosives around, making IEDs and placing them is risky stuff, a lot of them died setting IEDs and a lot more are found before they go off. Still, it's their bet for hurting the Americans and that's why they keep at it.

  I tripped over one before on a navex, then I got ambushed. I promptly shouted contact and took cover.

  Strictly speaking, the tripflare is a form of mild explosive device so it can be considered to be an IED. However, I don't see how effective it can be as it can at most burn 1-2 soldiers and probably temporary blind 1-2 sections. Its more suitable for use at the begining of night ambush.
