It is just like the SAF, I doubt all the units have changed to using the SAR-21 rifle, the reservist and the PDF are still using M-16
This is definitely true.
But there is also a chance that you may have seen a picture of their paramilitary police called Wu Jing - literally "combat police" or "armed police".
These troops are basically organised like regular units but their job is internal security.
They wear green or camouflage, and for some operations wear helmets. So it is actually quite hard to tell them apart unless you look at the patch on their arms or cap badge (large with wheat branches or something at the bottom) or other insignias especially collar tabs.
Wu Jing also have SWAT units which are armed with the QBZ. Some ordinary Wu Jing units are also armed with the QBZ. But most Wu Jing are still armed with the Type 81, basically an improved AK-47 in the same calibre.
All AK-47 have been phased out since the Sino-Vietnam War.

I think you get the idea. It's pretty hard to believe they are not regular PLA troops.
