Not all of the Royalties gets income. As a matter of fact, the Queen receive her incomes not from taxes but from her own Privy Purse. All the taxes on her Crown Estates amounted to her annual income.
Furthermore, she has surrendered most her hereditary lands to parliament control. So its only right for parliament to give her some allowance. -
