Should be regular because their NS trainees (they don't call recruits) wear the bluish camouflaged uniform and do not have weapon training at least for the moment.

Yeah, the NSF over there have optional weapons handling, and then, only on the Steyr. Much like a boy scout thing in fatigues really.
