I dont believe that the offensive power of armoured warfare been blunted.It's just that armour wasnt built to fight in urban environments.It has never been designed or good in urban warfare.
Armour was meant to punch a hole in the enemies lines and wreak havoc on the areas behind.Urban is well for the most parts....static.
