Events before/after the start of hostilities

I wish to know what are the actions which will be carried out by the authorities when Singapore is about to enter or already entered into the state of war. Examples are like silent and/or open mobilisation, state control of media,curfew etc... I am interested in both the military and civilian aspects. Thanks.

First, Singapore will close all entry and exit points weeks before the war. So that no NSmen will flee Singapore first.
Maybe just maybe, the Senior political leaders will escape Singapore first in a submarine. Safe and fast.
