Most plans don't break the sound barrier during most flights, and that includes combat ops, as it guzzles too much fuel.
At subsonic, the F5E/F more than holds its own in a dogfight.
Besides in peacetime, most of the interceptions is for straying Cessnas and the like. No need for a interceptor to go supersonic. -

However, speed is always most people that would linked with alongside with dogfights... Me remembered an article that me had read before from Jane's Defence about Israelian Air Force having a dogfight simulation using their A4 Skyhawks against F16 Viper and Skyhawks won the dogfight for interception scenario... A4 - nimble .. mah
F-16 - multi-role, longer range, heavier payload .. mah
and comes down to it... F-16 can have a more powerful radar for WVR and BVR interception.. though BVR is not really combat proven enough.
Put a Mig-21 against a F-16 in WVR will probably have the same results.-- nimble. -

But I believe the SAF is looking into most, if not all of the possible acquisitions you listed.
The only problem I foresee is the availability of funding. Items 2, 3, 7 and 12 are very capable options but also are the most expensive. -
we just need two things right now
1.) more choppers, getting rid of the hueys and replacing the gap with chinnoks was not quite a solution I think .... they are in different weight classes, I don't think the need for a light utility chopper have gone away ...
2.) rationalize the weapons in the standard infantry section, magazines used to be interchangeable among the saw and M-16s, not so with the SAR 21 mix ..... and it gets silly when you factor in the M203 gunners ... the army got rid of 105mm light guns and developed the pageasus to standardize to 155mm ammo, but it seems to be taking a step backwards when it comes to the infantry chaps -
1) Naval ground mines likes stone fish or sea urchine etc for our subs n MCMV
2) Replaces e other 3 LST's SAM with typhoon CIWS gun system
3) Penguin MK3 ASM for our SH-60B
4) Replaces our AMRAAM with Meteor
5) SSM like SS-21
6) Aster 30 SAM or other similar system
7) Air-dropped n arty delieved FAE -
