LM is the prime because of the extend of the training service that Singapore is asking for. They don't want an aircraft, but a full service training package.
Also the other 3 contenders were teaming up with other primes, e.g. Raytheon with Singapore Technologies and Embraer with Elbit.
Seems like a smart decision to only consider the M311 and the PC-21, but I am sure the Bush Boys will let there muscles play to re-convince Singapore that the T-6 is the only answer to their requirement.
I heard from a collegue out of Wichita that claimed that Raytheon was already weeks ago convinced, that they have already sacked the deal. If that is correct then I wonder what made them so sure about it.
