They usually fly pretty slow probably not to make too much noise over the city.
Sino Defence listed a PLANAF unit operating JF7/A in Shanghai. I see them quite often so they are probably Shanghai-based as opposed to Hangzhou-based.
It's quite a beautiful, though slightly dated-looking aircraft. Looks like a Jaguar and reminds me of our F-5E though much bigger and twin engined.

That would be the J-8, which was also a modified/re-engineerd Mig-21.
