One thing is certain, that plane is a KC-10.
Now comes the tricky part, was it taken at Perth Airport?

The twin cab truck uses an Australian style aluminum alloy rear tray.And it looks like a 1993-1997 era Holden Rodeo truck. -

I noted your post earlier, but thought if it was on any kind of US military base, the vehicles might've been similar (but thats just speculation on my part).
