PEKAN: At least 30% of the Adnan armoured combat vehicles, purchased almost three years ago for RM1.2bil, are lying idle – all because the purchase agreement did not have a clause for maintenance and supply of spare parts.
Due to difficulty in getting the spare parts, the combat vehicles had been lying idle, Deputy Defence Minister Datuk Zainal Abidin Zin said.
“The initial purchase agreement did not include a clause for maintenance and supply of spare parts. As such, we are now in a dilemma as the Government had spent so much on the purchase,” he told reporters after paying a visit to the manufacturing plant here yesterday.
Zainal Abidin said the ministry was in the midst of taking measures to address the problem.
“It will probe why there is no agreement with the company, DRB-Hicom Defence Technologies Sdn Bhd (Deftech), for the supply of spare parts.
“We view the matter seriously and will follow the development closely,” he said, adding that the ministry will work hand in hand with the relevant parties to find a solution.
Deftech had secured a RM1.1bil contract to supply 211 armoured carrier vehicle units – the ACV300 Adnan – to the army by August 2004.
Zainal Abidin said at present, minor parts could be purchased from the manufacturer but there was no agreement to procure the bigger components.
He admitted that the present situation would worsen if no action were taken to rectify the problem.
The rest of the vehicles were still under warranty and were being maintained by the manufacturer, he added.

KUALA LUMPUR: The army has described as “not serious” the problem over 30% of its 211 Adnan armoured combat vehicles (ACVs) lying idle.
“We are aware of this and it is only a temporary problem. We are in the midst of buying the track pad spare parts,” deputy army chief Lt Jen Datuk Wira Mohammed Ismail Jamaluddin said.
He said in a statement yesterday that the spare parts for the ACVs needed to go through stringent testing before they could be fitted on the vehicles.
On Wednesday, Deputy Defence Minister Datuk Zainal Abidin Zin spoke of the unused ACVS, which were bought three years ago for RM1.2bil.
He said they were lying idle due to difficulties in getting spare parts because the purchase agreement did not have a clause for maintenance and supply of the parts.
Lt Jen Mohammad Ismail said the army was aware of a “slight delay” in securing the spare parts, adding that the tests would be completed this month.
The spare parts, he said, were from a local manufacturer.
Meanwhile, Opposition Leader Lim Kit Siang said Defence Minister Datuk Seri Najib Tun Razak must explain why the purchase agreement of the ACVs had no clause for maintenance and the supply of spare parts.
“What has Najib got to say about gross ineptitude and irresponsibility of Defence Ministry officials, or is no one to bear any responsibility for such professional negligence?” he asked in a statement.
Lim cited a report from the July 2004 edition of the JaneÂ’s Defence Weekly, which stated that the Turkish-produced Adnan 300 Series ACVs were equipped with the Baktar Shikan anti-tank guided weapon from Pakistan. -
That was very careless of them...i am sure the turkish contracters will make another big pile of money just by providing maintenance and spare parts!

I guess the chaps should focus more on logistics and supply and less on buying glitzy toys for rattling sabres ....
didn't they have the same problem with their MIGs too when they first got them ? -
lol. their manufacturer for their spanking new pt-91s switched over to nato MBTs too. Round 2 of spare part problems will come up soon.

Royal Malaysian Army is reportly facing spare parts shortage for this vehicle.. Reportly 20% cannot be used... They are planning to scrap it in 2 years time
Meanwhile Kuantan Air Base is facing shortage of spare parts as well...

You know, if this is going to degenerate into a Malaysia-bashing thread, then I suggest this discussion doesn't go on at all. Saying things like 'we can save a few Hellfires' sure isn't hallmark of meaningful discussion.
That said, I have to agree that I find it pretty curious that they didn't include provisions for spare parts in the initial deal to buy the IFVs. To have 30% of the fleet grounded for lack of spare parts isn't really something that can be crowed about. -

30% sounds like a big deal but don't all armed forces have certain percentages of their equipment not in use or to be cannibalized for spares etc?
I'm sure there's a always a percentage of our AMX-13 or M-113 that are not operable at any given time due to maintenance or lack of spares etc. -
Frankly, I believed most of us (me included) are not well-versed in the operational and training tempo of the Malaysian Military and therefore may not be privy to the 'true reason' why the current spares problem of their Adnan Vehicles.
All of us may, or may not, feel proud of the SAF capablities but I agree with some reader/s here that let's not give ourself a FEEL GOOD factor by stamping down them down (eg, remember the episode of the 'Little Red Dot' fiasco made by a "someone" of a big country?).
Nevertheless, this big hoo-ha may in fact be a positive (but 'sad' for us
) learning experience for the Malaysian Military. Adnan IFV may not be considered as a potent combat vehicle but if THEY apply this experience to their PT-91 (Now, THIS is what I considered as a Potent Vehicle in this region) with ample stocks of spares, then we better stick our neck out longer....

i understand if after many years of svc, the vehicles become harder to maintain and when their "parts" are no longer in production.
I am surprised that they publish readiness information....
like as if we know how many F16s are "down" at any one time or how many SM1s are "down" while awaiting spare parts. -

The truth is, they are gullible. Stupid.
Foreign companies and even local private companies always take advantage of their stupidity to rip profits from the government's money (actually tax payer's money). -
