You don't even need people with terrorists links to cause chaos in Singapore.
Most of these foreign workers have been brought up in a different system and culture than Singapore's. Strikes, riots and protests are a way of life for some of them in their home country. It does not take a genius to figure out that there is a potential threat given that these foreign workers are simple minded people who can easily be manipulated by foreign powers or by their own governments whenever there are disputes between Singapore and their home country. You mention that it is already hard to track down exactly the these workers as the numbers become bigger over the years. And who knows if any of them have terror links?
It just takes one small group to stir up trouble and instigate a protest or a riot and it can turn into a full scale nightmare for Singapore. Imagine a few thousand protesters and rioters running amok through Orchard Road.
The irony of it all is that our police or armed forces may not be equipped to handle such a situation given the peace we have enjoyed over the years.
