If they are foreign nationals by that tme, they should be imprisoned and then deported. I would suggest the law be amended to include mandatory caning as well.
This judgment sends absolutely the wrong message: it is telling all these imbeciles born without balls to return, secure in the knowledge that they won't be imprisoned now that there is a legal precedence.
If this is how the government wants to play it, everyone will telling their sons and nephews to go overseas and default NS. If they make it big there, they can return as elites and simply pay their $5000 administrative fee. If they fail to make it big, there's no point returning anyway cos' Singapore does not welcome run-of-the-mill mediocres. They would be better off working as plumbers or builders in UK.
