Taiwan fails to sink ship by 8 missilesSome missiles did not hit,even hit could not sink the already damaged ship.
These are 4 x2000 Laser Guided Missiles by F16 and 4 Hellfire by AH-1W Super Cobra heli.

Wrong tool for the job.
They should have sent their Navy Divers to attach explosive mines on the side of the ship and be done with it. -

As this was a peacetme mission it may be likely that the ROC air force had used old lots of weapons that have been stored for quite a number of years. During training, you tend to clear off your older lots of weapons where possible. The complexity of the LGBs used means that it is probably more prone to being duds than dumb iron bombs. It seems that the bombs found their mark but failed to go off.
It may be unreasonable to expect the ship to head straight for the bottom after being hit by weapons that were intended to hit other types of targets. An Exocet or Harpoon may have been more appropriate for the task, and if that failed, the ROC military would be really shamed-faced.
As of right now, it represents poor mission planning and weapons load-out selection. If they had intended to bomb the freighter they might have similar results with conventional unguided bombs such is the accuracy of the toss bombing system that is used in the Viper. Plus, the ship isn't even moving. Hellfires are meant for armoured vehicles on land. It might hurt the ship some, but that freighter could probably swallow up a platoon of main battle tanks with room to spare. -

if it is just a cargo ship, 20mm should be able to do some damage to it, after all, cargo ships are not designed to bear blunt attacks on its hull. Be known that our patrol boats has even 14.5mm(0.5 cal) guns on board

The feighter was reportedly carrying hazadous material,out of control and threatening nearby seaside town. So the military was called in to assist.
Questions were raised why Navy was not involved. Some claim topedo too expensive, while some military official says the target does not emit sufficient acoustic signature for topedoes to home-in (what the fish ?)

How about clearing old weapon stocks ? I think it is one helluva PR stunt that become a media wide laughing "stock" instead.

The best way to SINK any ship is to punch a big hole under the waterline.
regardless the target is a little sampan or a Nimitz-class boat.
And so far only topedoes and sea mine can do these well.
A topedoe hit often break a ship in half, literally.
Other specialised anti-ship airborne missiles can do tremendous damage, but it does not gurantee a quick doom for surface vessels. HMS Sheffield was hit by 1 x Argentine Exocet but its warhead didn't go off. It was the subsequent fire onboard that sank her.
Then during Iraq-Iran war, an Iraqi jet accidentally fired 2x Exocets at USN frigate USS Stark. This time, the target survived. -

I belief the Naval diver option would be the most ideal.
