Even if 'those' NSman you mentioned of are more highly paid, say $1,000. Would they take their duties more seriously? Money is one matter, doing things seriously is another.
What is market rate? $2K for "A", Poly or sec school leaver? Even poly graduates without experience get maybe $1.7K per month.
