No, the Gurkhas in Singapore do not become PRs or citizens automatically. Gurkhas are recruited on contract basis directly from Nepal and undergo a 10 month training programme in Singapore and are inducted into the Singapore Police Force Gurkha Contingent. Should they apply for PR, they go through the same procedure as other foreigners. In the past 40 years, only 2 or 3 has done so. Majority chose to return to Nepal.
Not sure about how tough their training is though. 
Very tough. No pan chan one. 10 month training period. However their role and ROE are different from the SAF. In Singapore they are Police Officers, not soldiers. But just as capable and IMO braver and more disciplined than most SAF SOF types. Can see some SOF looking this way with not so friendly stares. But keep in mind, many combat tested elite soldiers will give due respect to the Gurkhas. Many will think twice, if not thrice, before taking them on.
Btw, the SPF Gurkha Contingent is set to expend further due to the current security requirement. Go take a look at who is providing security at the US embassy in Singapore.
