because malaysia's case is very weak.
singapore say, since 18xx year they control it, take care of it and station people there all the while and the land is not mentioned in the Independance document. So since it is not mention, it remains status quo.
where as malaysia's case was that it is nearer to malaysian coast and that naturally be in Malaysia's territory since singapore broke away from malaysia.
