I assume this runway is intended more for handling RSAF planes with LIVE ammos during exercise near Pulau Sudong gunnery range which is only 1 km south of this island.
It may also serve as emergency recovery for armed planes as there are arrester barrier/cables installation near both ends of the runway.
Also there is no taxiway and only 1 visible hangers and rivetments at each end.

What's the secret? Just look at any Singapore map, spot the one that has the same shape as the one you see with the runway and bingo, you've got it - Pulau Sudong. In Sudong we did a live firing from the beach towards the sea at imaginary amphibious enemy. During the lull in the afternoon, we saw a lone sea turtle swimming towards the beach.
