But do you know how outdated those pictures are ? Very very outdated ... by look seem to be then 1 year to 3 yrs because, if you look carefully at some places, they are still empty spaces, which if nowadays, buildings already builded and in used .

this runway is for aircraft that may need to ditch to land one right? Eg, engines flame out, doing unpowered landing, so can land at this runway. Problem is unlike the offical CAB's Fokker apron, any fighters that need to scramble will need to take off in northernly direction, taking it into less friendly skies.
The base parameter consist of at least 2 fences plus thick vegetations.

This area is not meant for permanent use, but for temporary use by visiting detatchments from other bases, or emergency landings.
I'm not guessing that its for temporary use, i'm TELLING you its for temporary use, and during my time there, i've only seen local squadrons frm other bases having detatchments there. One certainly cannot see planes exiting the base on to Runway 1 since Changi a/p viewing gallery faces away towards the coastline.
