I was under the impression that the Mig 21s "falling out of the sky" had more to do with the inherent aerodynamic instability of the airframe than actual maintenance issues with soviet bloc systems. It is usually a tad more hardy. But, maintainence for the more sophisticated equipment has always been suspect. Look at the number of Indian MIG21s that have fallen out of the sky.
