For a few reasons:
1. The AWB banned rifles that had a detachable magazine and two or more of the following features:
- A folding or telescoping stock
- Pistol grip
- Bayonet lug
- Flash suppressor, or threads to attach one
- Grenade launcher
Banning any of these feature does absolutely
nothing to reduce the lethality of the rifle. This aspect of the AWB was merely a 'feel good' measure aimed at making rifles
look less menacing.
2. The ban restricted only the
manufacture of 'high-capacity' magazines during the time it was in effect, not the
sale of said magazines. In the case of the AR-15, there were literally hundreds of thousands of military-surplus 20- and 30-round magazines manufactured prior to 1994 that were easily available right through the period of the ban. The same applied for high-capacity pistol magazines made prior to 1994.
3. Criminals, by their nature, tend to ignore laws, and are unlikely to abide by those restricting the magazine capacities of their guns to just 10 rounds. In addition, the vast majority of gun-related crimes commited in this country do not involve firearms subjected to the restrictions in (1) above.
4. Crime stats show that the AWB had essentially
NO effect on the rate of gun-related crime in the the US.
