HDB should consider the following proposal to control the price of HDB flat:
1) Building time for new HDB flat (BTO) should be reduced to about 2 years including the balloting time for BTO flat.
2) Propose to have Queue system so that all citizens will have a fair chance to select their choice flat. Have a greater differentiate in prices between high and low floor units so as to cater to all group of different financial capability. Unit with better facing should be price higher. In this case all units should be taken up during selection.
3) All application will be given only one chance to select a new flat when queue is due. Should have a bar period of 1 years for these who turn down the offer to select a flat. These who give up their chance will have to re-apply after 1 year. This will reflect the true demand of new flat.
4) The minimum occupation period should be raise to 5 years for PR whom buys HDB flat from open market. This will prevent property speculation by the PR.
5) PR who sells the HDB flat should be subject to 30% profit tax when they sell their unit. This will generate some income for the government to help the needy family.
6) PR should be allows to buy from the open market once only.
7) A $30K citizenship deposit should be imposed for PR buying HDB flat. The deposit will be refund once the PR convert to citizen within 3 years or else the deposit will be forfeited. This will encourage citizenship so as to increase our population.
8) HDB should put up more flat for sale under the BTO scheme. Currently each BTO had subscription ratio of 1:6 to 1:10. This is an indication of strong demand. Propose to have 2 BTO offer each month with 2000 unit for selection.

1: -- Reducing building time may affect the quality. We do not want to see another "Nicoll Highway incident" in our home.

3: -- Now it is 2 chances because sometimes they just find out that it is not a good facing (Consider about the sunlight lah etc, which is important to dry one's laundry etc) unit which therefore they don't want it. Afterall, HDB simply cant categorize a excellent, normal and bad facing units, if not the price will overshot for excellent group while the bad group may not even get 1 application. So I still think that keeping to 2 chances is reasonable because this is a BTO, something people cannot see first then decide what unit to select.

5: -- Is it possible that they exploit other loop holes to prevent this such as declare a lower profit, or use it to buy other properties, regardless HDB (Which is what the point 6 is about) or private properties, including condo etc.
6: -- Fair enough, HDB flats are meant for Singaporeans to have a house, and not an income earning tool.
7: -- This is intersting. But, I think it gives a negative effects which discourages people to become PR and forget about the citizenship all together.
8: -- Even if it is strong demand, it may be hard to know which area is suitable for BTO. I mean, some people just do not like Jurong West or Punggol area or you name an area due to different reasons. I believe such policy may not be enough.

I would also proposed a much agressive move on solving population issued if the government is serious on this issued......allow young married couple to rent HDB at susidy rate like 500 a month for 36 months as a head start and having the option to buy after 36 months is up or upgrade whatever suit them. If there is baby create free healthcare for baby till 36 months.

Can, no problem, but govt will also propose something for you,
1. $500 not including all other bills
2. Must allow Govt to become Surrogate parents of your Baby. Meaning, they have the right to control over your baby future with a tag PAP in his Surname. eg Angel Lin(pap)

If HDB flats continue its upward spiral to 1 million dollars, it will soon not just become an economic problem (just dollars and cents) but will become a social problem.

LIke they say, it depends on how long you want to stretch your mortgage loan to.
Last time, you could probably finish paying off your whole loan in 5 years.
Now, you need 30 years.
In the future, parents will have to start paying for their kids' future homes the moment they are born.
50 year mortgage loan - first 25 years paid by parents, next 25 years paid by the child.
I'm not anti-PAP wadsoever, in fact I voted for them in the previous election. Our government is really quite good if u wanna compare them to many other countries. But in recent times, it is obvious that the housing policy is not functioning well. This has caused problems for a lot of home buyers and built up a lot of resentment against the government. It's fine if the government or Mah Bow Tan for that matter refuse to admit that the housing policy is lousy because they want to save "face". But take my word for it, if this carries on, PAP you are not getting my vote in the next election and it's high time for Mah Bow Tan to be voted out.
