its correct form of the language - english, and there is nothing to do with literature, unless i use words like art, thou, thee, and change all the word from I to one, then maybe it can be consider as literature.

16 - allowed to fornicate, NC 16, Juvenile Court
18 - official smoke, drink, go geylang, driving, M18, Not sure about law
21 - RA 21 Film, Charge under full extend of the Law for all criminial/civil blah
So the point is, basically you are already able to do what you want when you are eighteen. With the exception you can "siam" or get lesser sentence if you get a run in with the law. I dont see that as a bad point.
On a Lighter note:
5 years later *whine* 18 - LEGAL AGE
10 years later *more whining* 16- LEGAL AGE
12 years later *worse whining* Puberty - Legal Age + Adulthood
Then you get 12 year old Man gets charge for Rape of 10 year old woman and gets sentence of 10 years in jail?
