It certainly raises more questions such as how was the sum divided among the needy? Under what circumstances are families considered low-income? What benefits were provided? cash? or vouchers? and what kind? How beneficial was it? Do families have to apply to obtain this carrot? And are there assigned people to assist them to apply if necessary?

It not welfarism if the govt helps out more on the old, sick, disabled. Esp in time like this where we facing severe economic hardship.
These pitiful people earn peanut and in some cases not even peanut. You see them selling tissue paper packs in bus interchanges, busking in MRT stations, cleaning tables and plates in hawker centres for $300-$800 a month.

Pick any MRT station or bus interchange and you will find that there will be at least one or two of them around.
Last time, I believe the police have been pretty strict in enforcing no begging or "unlicensed" selling of wares through regular patrols.
Apparently, they have more or less closed one eye these days.
Times are really tough.
